Niket Kaushik entered the Indian Police Service in the 1995 batch and was allotted the Maharashtra cadre, where he has served since. The cadre matters: it determines the state whose law an officer administers, the force they lead, and the particular set of problems they will spend a career learning.

Maharashtra is among the most demanding cadres in the country. It contains India's largest metropolitan police force, a heavily industrialised interior, a long coastline, a dense rail network carrying millions of daily passengers, and a financial capital that generates a distinct class of crime found almost nowhere else at the same scale.

An officer's identity in this service is not built from a title. It is built from the sequence of postings they are trusted with, and from whether the units they left behind worked better than the ones they inherited.

    Service within Brihan Mumbai Police, including the Economic Offences Wing of the Crime Investigation Department, at both Deputy Commissioner and Joint Commissioner level.

  • Statewide railway command

    Commissioner of Railway Police, Maharashtra — a specialist force securing a network that crosses every district boundary in the state.

  • Range-level supervision

    Inspector General of Police, Konkan Range, supervising the district police forces of Palghar, Thane Rural, Raigad, Ratnagiri and Sindhudurg.

  • Economic offences

    Joint Commissioner of Police, Economic Offences Wing, CID, Brihan Mumbai, and earlier service in the same field at Deputy Commissioner level.

  • Anti-corruption

    Service with the Maharashtra Anti-Corruption Bureau at Deputy Inspector General level and, later, as Additional Director General of Police heading the Bureau.

  • Commissionerate command

    Current appointment as Commissioner of Police for the Mira-Bhayandar, Vasai-Virar Commissionerate, one of the fastest-growing urban jurisdictions in the Mumbai Metropolitan Region.

What a senior officer is actually asked to do

Rather than describe an individual in adjectives, it is more useful to describe the job. These are the competencies the rank demands of anyone holding it.

Operational judgment

Deciding, often on partial information and under time pressure, what level of response a situation warrants — and accepting that both over-reaction and under-reaction carry a cost that will be examined afterwards.

Legal awareness

Police power is delegated by statute and bounded by it. Every arrest, search, seizure and sanction has to hold up later. Senior officers set the standard their units work to, and are answerable when it slips.

Administration

Establishment, postings, transport, buildings, welfare, records and budgets. Unglamorous, and the direct determinant of whether the operational side can function at all.

Personnel leadership

Leading a force in which most members will never meet the officer commanding it. Standards are transmitted through supervision, review and the example set at station level.

Coordination

Police work rarely completes inside one unit. Prosecutors, forensic services, civic bodies, transport operators, regulators and neighbouring forces all hold a piece of the outcome.

Public communication

Explaining, accurately and in good time, what has happened and what the public should do. Silence is itself a message, and usually the wrong one.

Accountability

Answering to courts, to government, to oversight mechanisms and to the public — including for decisions taken by subordinates in the officer's name.
